According to the<a href=\"https:\/\/www.iii.org\/article\/background-on-self-driving-cars-and-insurance\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;<\/a><a href=\"https:\/\/www.iii.org\/article\/background-on-self-driving-cars-and-insurance\" target=\"_blank\" rel=\"noreferrer noopener\">Insurance Institute for Highway Safety<\/a>, there will be an estimated 3.5 million self-driving cars on U.S. roads by 2025&nbsp;and 4.5 million by 2030.&nbsp;<\/p>\n\n\n\n<p>While self-driving cars have revolutionized transportation, lawmakers and organizations have concerns about their safety and reliability. Let\u2019s take a closer look at the classification and levels of self-driving cars, safety concerns for autonomous vehicles, and what\u2019s next for this explosive new industry.&nbsp;<\/p>\n\n<\/div><\/div>\n\n<div class=\"dklaw-toc__block align wp-block-dklaw-toc-block\"><div class=\"acf-innerblocks-container\">\n\n<h2 class=\"wp-block-heading\">What Are Self-Driving Cars?<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/dklaw.com\/wp-content\/uploads\/2023\/04\/waymo.jpg\" alt=\"Waymo car\"\/><\/figure>\n\n\n\n<p>Self-driving cars, also known as autonomous vehicles, driverless cars, or robotic cars, can operate without human intervention. These vehicles are equipped with a range of sensors, cameras, radar, and artificial intelligence (AI) that allow them to perceive the environment around them and decide how to navigate it. This technology enables cars to recognize traffic lights, street signs, and other road surroundings.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Autonomous vs Self-Driving: What\u2019s the Difference?<\/h3>\n\n\n\n<p>\u201cAutonomous\u201d and \u201cself-driving\u201d are often used interchangeably, but there is a subtle difference. A self-driving car can drive itself in most situations, but still requires a driver to be present and ready to take control if needed. A fully autonomous car can drive itself without a human driver present.&nbsp;<\/p>\n\n<\/div><\/div>\n\n<div class=\"dklaw-toc__block align wp-block-dklaw-toc-block\"><div class=\"acf-innerblocks-container\">\n\n<h2 class=\"wp-block-heading\">Levels of Self-Driving Cars<\/h2>\n\n\n\n<p>The Society of Automotive Engineers (<a href=\"https:\/\/www.sae.org\/standards\/content\/j3016_201806\/\" target=\"_blank\" rel=\"noreferrer noopener\">SAE<\/a>) has defined six levels of automation for self-driving cars, ranging from 0 (fully manual) to 5 (fully autonomous):&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Level 0: No Automation<\/h3>\n\n\n\n<p>The driver is in full control of the vehicle at all times, with no assistance from automation technology. However, these human-driven vehicles feature driver support systems such as stability control, forward-collision warning, and automatic emergency braking. Most vehicles on U.S. roads fall into this category.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Level 1: Driver Assistance<\/h3>\n\n\n\n<p>Level 1 vehicles are the lowest level of automation. They have some automated systems that can assist the driver with tasks like steering or accelerating (cruise control). Nevertheless, the driver is still responsible for maintaining control of the vehicle.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Level 2: Partial Automation<\/h3>\n\n\n\n<p>The vehicle has advanced driver assistance systems (ADAS) that can assist with steering, braking, and accelerating. The driver is still responsible for monitoring the road and taking control of the vehicle when necessary. Tesla Autopilot, Ford BlueCruise, and GM Super Cruise systems are examples of Level 2 self-driving cars.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Level 3: Conditional Automation<\/h3>\n\n\n\n<p>The jump from Level 2 to Level 3 is significant. While there are currently no Level 3 systems available on American roads, Mercedes-Benz Drive Pilot automation has been approved at Level 3 for certain 2024 models\u2014the first car company to achieve Level 3 automation. At this stage, the autonomous car can operate on its own in certain situations, such as highway driving. The driver must still be ready to take control of the vehicle, especially in case of a system failure.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Level 4: High Automation<\/h3>\n\n\n\n<p>The vehicle is capable of fully autonomous driving in certain situations and does not require any human interaction. Currently, these automated vehicles operate as driverless taxis and public transportation. Waymo,<a href=\"https:\/\/waymo.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;\u201cthe world\u2019s first autonomous ride-hailing service\u201d<\/a>&nbsp;currently operates Level 4 autonomous cars in Phoenix, San Francisco, Los Angeles, Austin, and Atlanta, with more cities on the way.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Level 5: Full Automation<\/h3>\n\n\n\n<p>A Level 5 fully autonomous vehicle can drive in all conditions and environments and does not require a human driver to be present. These driverless cars will most likely not have a steering wheel or acceleration\/braking pedals.&nbsp;<\/p>\n\n\n\n<p>Many vehicles on the road today have advanced driver assistance systems that fall into Level 1 or Level 1. Level 3 and above driverless vehicles are not yet widely available. However, many car manufacturers are actively developing and testing autonomous vehicles, and we can expect to see more advanced driverless cars on the road in the coming years.<\/p>\n\n<\/div><\/div>\n\n<div class=\"dklaw-toc__block align wp-block-dklaw-toc-block\"><div class=\"acf-innerblocks-container\">\n\n<h2 class=\"wp-block-heading\">Are Self-Driving Cars Safe?<\/h2>\n\n\n\n<p>Self-driving cars have the potential to revolutionize transportation by reducing traffic congestion, lowering CO2 emissions, and increasing mobility for millions of people with disabilities and the elderly. However, many challenges remain before they can become a widespread reality.<\/p>\n\n\n\n<p>Local traffic laws and regulations, bad weather conditions, and high-congested areas all pose challenges to self-driving technology. Yet safety remains one of the top concerns when it comes to trusting autonomous vehicles. <span style=\"margin: 0px; padding: 0px;\">According to an AAA<a href=\"https:\/\/newsroom.aaa.com\/2023\/03\/aaa-fear-of-self-driving-cars-on-the-rise\/\" target=\"_blank\">&nbsp;survey<\/a>, nearly 70% of Americans admitted to being afraid of self-driving vehicles, up from 55%&nbsp;<\/span>the previous year.&nbsp;<\/p>\n\n\n\n<p>Additionally, there have been some major setbacks, such as Tesla\u2019s \u201cFull Self-Driving\u201d (FSD) system. Tesla recalled some 363,000 of its electric vehicles equipped with FSD after the National Highway Traffic Safety Administration (NHTSA) said they are unsafe to use.&nbsp;<\/p>\n\n\n\n<p>There are also growing concerns about<a href=\"https:\/\/dklaw.com\/the-fine-print\/myths-about-distracted-driving\/\">&nbsp;distracted driving<\/a>, which may become more common with increased automation. Drivers who watch videos or doze off in self-driving vehicles may fail to take control when they should.&nbsp;<\/p>\n\n<\/div><\/div>\n\n<div class=\"dklaw-toc__block align wp-block-dklaw-toc-block\"><div class=\"acf-innerblocks-container\">\n\n<h2 class=\"wp-block-heading\">Self-Driving Car Accidents<\/h2>\n\n\n\n<p>One of the most ambitious goals of self-driving cars is to eliminate most injuries and fatalities on the road. By essentially removing human error, manufacturers of autonomous vehicles claim that self-driving cars will reduce the number of car accidents. Yet they are not immune to vehicle crashes themselves.&nbsp;<\/p>\n\n\n\n<p>The National Highway Traffic Safety Administration (NHTSA) found&nbsp;that cars with driver assistance systems and partial self-driving features were responsible for<a href=\"https:\/\/www.nhtsa.gov\/press-releases\/initial-data-release-advanced-vehicle-technologies\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;<\/a><a href=\"https:\/\/www.nhtsa.gov\/press-releases\/initial-data-release-advanced-vehicle-technologies\" target=\"_blank\" rel=\"noreferrer noopener\">392 crashes<\/a>&nbsp;between July 2021 and May 2022. Additionally, since 2016, NHTSA has investigated 35 separate Tesla crashes, 19 of which were fatal.&nbsp;<\/p>\n\n\n\n<p>An<a href=\"https:\/\/policyadvice.net\/insurance\/insights\/self-driving-car-statistics\/\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;accident<\/a>&nbsp;involving a self-driving car or truck can be especially confusing regarding liability.
